Congratulations messages don't show up when the mission group is still locked.

Congratulations messages show up when the mission group is still locked.

Steps/models to reproduce

Have locked mission group and hover on the group icon.

Was trying to delete all message who contains that "Congratulations" message, but this still don't disappear.
