• Do you get any error messages or skipped messages when you commit a notebook? Does the precommit fire correctly? (If you can attach a screenshot of the commit message then I can hopefully spot something
• If you manually run the precommit does it strip the outputs? What output does doing that have?

I can't immediately see anything wrong with the pre-commit config or the template set up; this might be something wrong with the pre-commit itself which would put it out of scope.
